Signature Work Project Overview

My signature work is an educational policy analysis of the “Double Reduction” Policy (shuangjian zhengce) that became effective in late July 2021. I studied the impact of the policy on China’s shadow education industry, which refers to those paid educational services such as off-campus classes and private tutoring supplementary to exam-oriented learning in Chinese public schools.

The first part of my essay summarized crucial turning points in the Chinese educational reforms on students’ burden alleviating. I also referred to other Asian countries such as Korea with similar educational reforms and policies. I then specifically analyzed the impacts of the “Double Reduction Policy” on China’s shadow education industry from the demand and supply dimensions. To understand the consumer demand and producer supply as well as the potential size of labor in the shadow education industry, I conducted an online questionnaire survey and group focus group discussion to collect quantitative data and qualitative responses towards the policy implementation. Finally, I talked about the possible role of the shadow education industry in the educational reforms led by the Chinese government, recommending the shadow education agency work together with the formal channel of the Chinese educational systems.
