Trying to intergrade both perspectives from Cultural Anthropology and Public Policy, this ethnographic paper studies the Tibetan communities’ environmental protection efforts in Qinghai, China. The paper uses the environmental implementation projects of several local NGOs as case studies and discusses the current status of Tibetan women’s participation in modern environmental protection actions. It aims to analyze the influencing factors behind the scene, the impact of such a gender model on environmental protection actions in Tibetan areas in general, and the potential problems behind it.
