This SW aims to look into the real circumstances of vulnerable groups in the context of the COVID-19 pandemic, as well as the policy responses and suggestions to the policymakers in terms of tackling a huge public health crisis. The first part of this paper raises three vulnerable groups, women, the elderly, and homeless people, and analyzes their mental health states during the pandemic. The second part of this paper reviews the policy responses of some countries and analyzes some characteristics of them. This paper also raises some policy suggestions for infodemic and social capital.
