Signature Work Project Overview

The problem of urban stray animal is a large-scale and critical one. Taking stray dogs for example, according to World Health Organization (WHO), there are currently more than 200 million stray dogs globally, and over 1/5 of them live in China. The stray animals can have significantly negative effects on local residents’ lives: they carry various bacteria and virus, such as rabies which causes over 55,000 deaths globally per year, and they also cause security and disturbance problems like bite, scratches and noises. Moreover, they can cause great ecological damage to the local ecological system. This research aims to discover a possible solution from the perspective of public policy, to provide a macro guidance regardless of biological and technical details. Relevant literatures were reviewed to summarize the policy experience, followed with a case study of the stray animals in Kunshan, a city whose policy lacks a lot of content in stray animal regulations. The result suggests that governmental support for stray animal protection organization and education on people’s attitudes towards pets and stray animals could be critical for solving the problem.
